Changes to road toll in the Netherlands and Belgium
On July 1, 2026, a new kilometre-based road toll for heavy goods vehicles will be introduced in the Netherlands, and an increased road tax in Belgium. The change affects transport to, from, and through these countries.
The charge applies to all vehicles with a gross weight of 3.5 tonnes or more, regardless of country of registration, and applies on highways as well as selected regional and municipal roads. The road toll is based on the number of kilometers driven and varies depending on the vehicle’s weight and CO₂ emissions.
The charge will be applied as a separate surcharge for affected transports, including transit transports through the countries. Updated tables will be published above.
Danish road toll for the carriage of goods
On January 1, 2025, the Danish government will introduce a CO₂-differentiated and kilometre-based road toll for the carriage of goods by lorries weighing 12 tonnes or more in Denmark.
From January 1, 2027, the fee will also apply to trucks of 3 tonnes or more. The surcharge will entail price increases for transport to and via Denmark. for the Road Transport in Europe service.
Changes in MAUT
From December 1, 2023, German road tax MAUT will include a new fee based on CO₂ emission class, which will lead to a significant price increase for transports to, from, and via Germany. From July 1, 2024, MAUT will also be applicable for vehicles weighing 3,5 tonnes or more.
ETS
The EU Emissions Trading System (ETS) is a "cap and trade" system, launched in 2005, to reduce emissions via a carbon market. The system works by charging polluters for their greenhouse gas emissions. ETS helps to bring emissions down and generates revenue to finance the EU’s green transition.
ETS will be applicable for maritime transport from 1 January 2024, and shipping companies must start using allowances to cover their emissions. This change will be implemented gradually, starting at 40 percent in 2024, 70 percent in 2025, and 100 percent in 2026.
